California is the only state in the nation that refuses to ensure big rig drivers can read road signs and communicate with law enforcement, which Duffy called a fundamental safety issue impacting families on America's roads. The action came weeks after an illegal immigrant truck driver, Harjinder Singh, killed three people after making an illegal U-turn in Florida, though these English proficiency rules predate the crash. Singh failed an English proficiency test but was still issued a commercial driver's license by California, and he is now being held without bond on three counts of vehicular homicide and immigration violations. To have the funding reinstated, California must enforce the English rules and ensure that state inspectors test truck drivers' English skills during roadside inspections and remove anyone from the road who fails.

President Trump and FBI Director Kash Patel announced that the FBI has arrested 28,859 violent criminals so far in 2025, putting the bureau on pace to more than double the 15,388 arrests made during the final year of the Biden administration. The FBI has destroyed or severely disrupted more than 170 organized criminal enterprises and 1,600 of the most violent gangs while confiscating over 6,000 illegal firearms and tracking down four fugitives on the most wanted list, including two who held the top spots.
Trump touted the success of Operation Summer Heat, a national crime crackdown that ran from June to September across all 50 states, which resulted in 8,629 violent crime arrests, the seizure of 2,281 firearms, 421 kilograms of fentanyl, and 44,569 kilograms of cocaine. Patel emphasized that the fentanyl seized during Operation Summer Heat alone was enough to kill 55 million Americans, and the operation produced 2,081 indictments in just three months.
Trump revealed that San Francisco will be the next major city targeted for federal intervention, stating he has received requests from government officials to bring federal resources to what he called "a mess" that was once one of America's great cities a decade ago. The president also announced plans for a federal surge in Chicago, where the FBI has already conducted five months of preparatory work to bring down crime numbers in the violent city. Memphis has already seen the deployment of federal law enforcement officers, including the FBI, ATF, and Homeland Security Investigations, alongside the Tennessee National Guard in response to the city recording 161 homicides this year and holding the nation's highest violent crime rate.
The president pointed out that Memphis' homicide rate exceeds those of Chicago, Detroit, and Washington, D.C., and is approximately four times higher than Mexico City and 27 times higher than Havana. The president signed a memorandum deploying federal forces to Memphis after data revealed the city experienced 1,250 violent crime incidents per 50,000 people last year, more than doubling Nashville's average and quadrupling the state average.
Patel credited Trump for allowing good cops to be cops and partnering law enforcement with the right people at the Department of Justice to secure arrests, indictments, and prison sentences for violent criminals. Attorney General Pam Bondi echoed these sentiments during the Oval Office press conference, stating that Trump has taken the handcuffs off law enforcement and empowered them to do their jobs effectively.
The FBI has also located 5,400 missing children since January, representing a 30% increase over the previous administration, while gang arrests have surged by 210% in just seven months. Trump emphasized that every American deserves to live in a community where they are not afraid of being mugged, murdered, robbed, raped, assaulted, or shot.
