The Trump administration has quietly crafted a draft peace plan with Russia that would require significant concessions from Ukraine, according to U.S. officials familiar with the discussions.
The proposal — developed over the past month by special envoy Steve Witkoff — has been shared with both Moscow and Kyiv, and President Trump has been fully briefed and supports the framework.
Under the evolving terms, Russia would halt attacks while Ukraine would give up territory, including parts of the Donbas, and limit certain weapons systems. The U.S. would also scale back some military aid.
Secretary of State Marco Rubio says both sides must make “difficult but necessary concessions,” though Kyiv has long rejected any territorial surrender.

🚨 Trump Labels Six Democrats as Traitors
President Trump slammed six Democrats who appeared in a video telling troops to defy illegal orders. Trump wrote on Truth Social that each one of these traitors to our country should be arrested and put on trial. In a second post, Trump wrote that this is really bad and dangerous to the country, and their words cannot be allowed to stand, calling it seditious behavior from traitors. The video was posted by Sen. Elissa Slotkin and includes Sen. Mark Kelly, Rep. Chris Deluzio, Rep. Maggie Goodlander, Rep. Chrissy Houlahan, and Rep. Jason Crow, all of whom highlighted their former service in the military and intelligence community. The video frames the appeal as a warning to military members to stand up for laws and refuse unlawful orders, though none of the context about recent legislation appears in the video.
đź’° Trump Gives $10K Bonuses to Air Traffic Controllers
Secretary of Transportation Sean Duffy and Federal Aviation Administration Administrator Bryan Bedford announced that 776 air traffic controllers and technicians will be awarded $10,000 for their patriotic work to ensure the safety of the skies during the Democrats' 44-day government shutdown. Duffy said these patriotic men and women never missed a beat and kept the flying public safe throughout the shutdown, adding that Democrats may not care about their financial well-being, but President Trump does. Checks will only be sent to workers who maintained perfect attendance during the recent shutdown and should arrive by Dec. 9, in time for the holidays. President Trump previously floated the idea of rewarding controllers who remained on the job, writing on Truth Social last week that he would recommend a bonus of $10,000 per person for distinguished service to the country.
🏛 Trump Meets Freed Israeli Hostages
President Trump met with 17 people who were held captive by Hamas and were released a month ago and their loved ones at the White House. Trump handed the survivors a Presidential Challenge Coin and told them they are not hostages anymore, but heroes. Among the hostages was Matan Angrest, who was serving in the Israel Defense Forces when he was kidnapped while defending the Nahal Oz outpost. Trump said Angrest was subjected to severe beatings, even at times losing consciousness, because of his service in the IDF. Israeli twins Gali and Ziv Berman presented Trump with the original mezuzah from their home where they were kidnapped and gave him a letter expressing gratitude for his actions in bringing back the hostages.
đź’¬ Trump Not Invited to Dick Cheney Funeral
President Trump and Vice President JD Vance were not invited to the funeral for former Vice President Dick Cheney, Fox News confirmed. Cheney's funeral is scheduled for Thursday at the National Cathedral in Washington. Trump has had a uniquely poor relationship with Cheney's family in recent years, with Cheney's daughter, former Rep. Liz Cheney, helping lead the House investigation into Trump's role in the storming of the U.S. Capitol on Jan. 6, 2021. Both Liz and her father endorsed former Vice President Kamala Harris during the 2024 presidential campaign. It is traditional for sitting U.S. presidents to attend funerals for past presidents and vice presidents, but the Cheney family excluded Trump from the ceremony.

The United States and Russia have drawn up a plan to end the fighting in Ukraine that would require major concessions from Kyiv. U.S. special envoy Steve Witkoff has been quietly working on the 28-point plan for a month, receiving input from both Ukrainians and Russians on terms acceptable to each side. President Trump has been briefed on the plan and supports it. White House Press Secretary Karoline Leavitt said Trump has been clear since day one that he wants the war between Russia and Ukraine to end, and the United States has been working on a detailed and acceptable plan for both sides to stop the killing and create a durable, lasting peace.
Under the terms of the proposal, Ukraine would cede territory to Russia and abandon certain weaponry, and it would include the rolling back of some U.S. military assistance. Russia would take control of the entire eastern Donbas region, which Vladimir Putin has listed as the capture of the Donbas as the key goal of the invasion. The plan calls for the recognition of Crimea and other regions that the Russians have taken. The plan calls for Ukraine to reduce its army to 600,000 personnel, cutting its military by more than half. Kyiv would be required to give up all long-range weapons, and there would be a complete ban on Western troops being deployed to Ukraine.
The proposal also reportedly includes vague provisions for Ukraine to negotiate some kind of security guarantees with the United States and Europe. More broadly, the document would require Ukraine to permanently renounce its bid for NATO membership and constitutionally enshrine a pledge never to seek accession in the future. Despite these sweeping security implications, the draft contains just a single sentence referencing security guarantees for Ukraine, with no explanation of what those guarantees might entail, who would enforce them, or what response would follow if Russia violated the deal.
The proposal outlines a phased rollback of U.S. sanctions on Russia tied to compliance benchmarks and opens the door for Moscow to rejoin what is now the G7 grouping of advanced economies. Under the draft plan, approximately $100 billion of frozen Russian sovereign assets would be pooled into a U.S.-led reconstruction and investment program for Ukraine, with Washington receiving half of the profits.
President Volodymyr Zelenskyy was shown the full proposal in Kyiv and is facing heavy pressure from Washington to sign the agreement before Thanksgiving. Zelenskyy's office said he expected to discuss the points with Trump in the coming days. Leavitt said the plan is good for both Russia and Ukraine, and the administration believes it should be acceptable to both sides. Critics warn the current terms fall far short of assurances and fear Ukraine may be cornered into accepting a peace that ends the fighting in the short term but leaves the country strategically exposed and Russia emboldened.

🏛 The Social Security Administration sent a formal letter to Congress claiming that Americans' benefits, processing times and service levels have improved under President Trump. Commissioner Frank Bisignano wrote that the agency has made historic progress for retirees and low-income Americans through reforms aimed at transparency, call center response times and streamlined benefits delivery. In-office wait times are down almost 27% to 22 minutes from 30 minutes at the end of last year, and the disability claims backlog has been reduced by over 25% to 865,000.
⚖️ Senate Republicans and Democrats squared off on the Senate floor, blocking attempt after attempt to repeal or change a controversial law that would allow senators to sue for hundreds of thousands of dollars in taxpayer money. Two different attempts to fast-track a repeal or tweak of the law that would allow senators targeted in the Biden-led Department of Justice's Arctic Frost probe to sue the federal government for $500,000 were shut down. The provision was tucked away in the government funding package designed to reopen the government and signed into law by President Trump last week.
đź’° Congressional Republicans are sorting out what their plan to tackle expiring Obamacare subsidies will be, but they acknowledge that President Trump will be the deciding factor. Senate Majority Leader John Thune has guaranteed Senate Democrats a vote on a proposal of their choice, but whatever kind of legislation they put on the floor has to be bipartisan given the Senate's 60-vote filibuster threshold. Senate Republicans have floated putting subsidy money directly into healthcare savings accounts for Americans, something Trump has backed.
🌍 President Trump's U.S. Department of State is adding new reporting parameters to the annual Country Reports on Human Rights Practices to include chemical and surgical mutilation of children that attempt to modify sex. The agency will also include purported hate speech laws that infringe on freedom of speech as well as diversity, equity, and inclusion policies that discriminate against workers on the basis of race. State Department Principal Deputy Spokesperson Tommy Pigott said the Trump administration will not allow these human rights violations to go unchecked.
🏛 White House press secretary Karoline Leavitt said that the election of New York City Mayor-elect Zohran Mamdani speaks volumes about the state of the Democratic Party. Leavitt told reporters that a communist is coming to the White House, because that's who the Democrat Party elected as the mayor of the largest city in the country. She added that the meeting shows that President Trump is willing to meet with anyone and talk to anyone to try to do what's right on behalf of the American people, whether they live in blue states or red states or blue cities.
