Senate Democrats blocked Republicans' bid to reopen the government for a sixth time as pressure and threats from the White House increased, with talks ongoing but yet to take the leap to full-blown negotiations to end the government shutdown. Congressional Republicans are adamant the best path forward is passing their continuing resolution, which would keep government open until Nov. 21, add millions to bolster member security, and include a fix to Washington, D.C.'s budget. Senate Majority Leader John Thune intends to keep putting the same bill on the floor hoping fractures form within the Democratic caucus, though only three Senate Democratic caucus members have split from the larger group: Sens. John Fetterman, Catherine Cortez Masto, and Angus King. Democrats, led by Senate Minority Leader Chuck Schumer, have made the fight about healthcare through expiring tax credits under Obamacare, with their counter-proposal demanding a permanent extension to the subsidies, guardrails on President Trump's ability to claw back funding through rescissions and impoundments, full repeal of the "big, beautiful bill's" healthcare title, and return of canceled funding for NPR and PBS. Office of Management and Budget Director Russ Vought has already withheld nearly $30 billion in infrastructure funding for blue cities and states and through memos ordered agency layoffs and suggested furloughed workers may not receive back pay, though Trump appeared to give breathing room on the issue.

President Trump will undergo a routine medical exam during a visit to Walter Reed National Military Medical Center where he will meet with troops at the hospital in Bethesda, Maryland. Trump is also considering going to the Middle East shortly thereafter, with the possible visit coming after Hamas agreed to the first phase of Trump's peace deal to end the war in Gaza and return hostages. The medical checkup will be Trump's second this year, following a similar exam in April during which his physician stated he remains in excellent health. Navy Capt. Sean P. Barbabella said Trump remains in excellent health, exhibiting robust cardiac, pulmonary, neurological, and general physical function, though in July the president was diagnosed with chronic venous insufficiency after noticing mild swelling in his lower legs.

Trump made securing the nation's borders a cornerstone of his 2024 re-election campaign, deploying additional personnel to the southern border on his first day in office, ending catch-and-release, terminating the use of the CBP One app to parole migrants while repurposing it for migrants to self-deport, and allowing ICE to cancel parole statuses.
