The rule change rescinds a December exception that allowed up to 5% of ownership to be held by foreign nationals or legal permanent residents, making even green card holders ineligible for any percentage of ownership in businesses seeking SBA loans. Trump vowed to personally call NBC "Today" co-host Savannah Guthrie and offer additional federal assistance following the apparent abduction of her mother Nancy Guthrie, 84, from her home in Tucson, Arizona. Nancy Guthrie was last seen at her home around 9:30 p.m. Saturday and was reported missing by her family around noon Sunday, with authorities noting that blood was found outside the home and believing she was either kidnapped or abducted. Trump called the situation "terrible" during a White House Oval Office session and said he would consider sending additional federal agents to assist with the investigation, adding that he "always got along very good with Savannah" despite their contentious October 2020 NBC town hall. The Pima County Sheriff's Department confirmed it is aware of reports about possible ransom notes demanding payment in Bitcoin, with TMZ and other outlets receiving unverified ransom demands. Nancy Guthrie's pacemaker last synced with her Apple devices around 2 a.m. Sunday, and her phone and Apple Watch were found still inside her home by investigators.

Iranian President Masoud Pezeshkian struck a softer tone regarding nuclear negotiations after Trump warned that "bad things would happen" if a deal couldn't be reached, instructing his Minister of Foreign Affairs to pursue "fair and equitable negotiations" guided by principles of dignity and national interests. Trump said at the White House that the U.S. is talking with Iran and that he would "like to see a deal negotiated," adding that if an agreement can't be reached, "probably bad things would happen." Trump announced in a Truth Social post that a massive armada is heading to Iran, describing it as a larger fleet than the one sent to Venezuela and led by the aircraft carrier Abraham Lincoln, warning that time is running out and is truly of the essence. U.S. envoy Steve Witkoff is expected to meet Iranian Foreign Minister Abbas Araghchi on Friday to discuss a possible deal, though Iran wants to move the discussions from Istanbul to Oman. Pezeshkian had told state television just days earlier that Trump, Israeli Prime Minister Benjamin Netanyahu and European leaders rode on Iran's problems and were seeking to fragment Iranian society.

Tom Homan announced Wednesday that 700 federal law enforcement officers will immediately leave Minnesota, citing what he called unprecedented cooperation from local jails. The border czar made the announcement at a Minneapolis press conference, saying the withdrawal represents a roughly 25 percent reduction in federal presence. Around 2,000 federal agents will remain in the state after the drawdown, most concentrated in the Twin Cities area encompassing Minneapolis and St. Paul. Before the surge, Minnesota had approximately 150 federal immigration personnel operating in the state. The 700-agent withdrawal does not include special agents conducting fraud investigations, who will remain to finish their work, nor does it include personnel assigned to officer safety and security.
Customs and Border Protection officers have been fully integrated into the ICE team structure under one unified chain of command rather than two separate command structures. Local and county jails across Minnesota are increasingly notifying ICE before inmates are released, allowing federal agents to assume custody inside secure facilities. Homan said the jail coordination requires only one or two officers to take custody of a criminal alien target, rather than eight or ten officers going into the community to make arrests. He described the approach as more efficient and safer for the public, law enforcement officers, and detainees themselves.
Local agencies are not being asked to hold inmates beyond their scheduled release times or to enforce immigration law themselves. ICE agents simply assume custody at jails immediately upon release, reducing public safety risks and allowing federal officers to focus on high-priority targets. The border czar credited the shift to increased coordination with Minnesota Gov. Tim Walz, Attorney General Keith Ellison, and Minneapolis Mayor Jacob Frey, all of whom he urged to allow local jails to communicate with federal law enforcement. An unprecedented number of counties are now allowing ICE to take custody of illegal aliens before they hit the streets, Homan said. The cooperation has expanded significantly in recent weeks.
Homan warned that any further reductions would depend on an end to assaults, interference, and threats against ICE and Border Patrol agents. Federal authorities would continue to respond aggressively to hostile incidents. Federal agents have met with stiff resistance in their operations across Minneapolis and St. Paul, with organized agitators harassing and obstructing law enforcement. Federal agents shot and killed anti-ICE agitator Alex Pretti last week, marking the second protester killed by federal agents in Minneapolis last month. U.S. Border Patrol commander Greg Bovino left Minnesota shortly after Homan's arrival in the Twin Cities.
Republicans on Capitol Hill have called for investigations into the funding streams behind the organized resistance. Homan said his ultimate goal is a complete drawdown of federal presence in Minnesota. The withdrawal is part of the administration's broader immigration enforcement strategy, which prioritizes public safety and national security threats while continuing to enforce immigration laws nationwide. Homan emphasized that local partners are not being required to become immigration officers. The coordination allows federal resources to be deployed more efficiently across the country.
